Iran is ready to restart atomic negotiations with Washington provided that it is treated with "dignity" and "respect", Iran's top diplomat has declared.

Abbas Araghchi declared exclusively dialogue worked, and shared recent overtures had come from go-betweens to restart negotiations with the US government. He claimed Iran had zero unreported enrichment locations, and Tehran could not yet authorize the UN nuclear inspectorate to inspect struck enrichment centers for security reasons.

Navigating a Complex Course

Araghchi is walking a complex course since Iran wishes not to appear to be operating from a stance of disadvantage, and he consistently maintained that Iran had come out more resilient in military terms and psychologically from the Israeli-US attack on its enrichment centers in June.

He was speaking at a defense forum in Tehran where he reiterated that Iran had "an absolute privilege to refine atomic fuel within its borders that it will always maintain" – the key factor of the stalemate in the earlier negotiations.

Previous Negotiations Unexpectedly Concluded

The prior phases of talks between the United States and Iran were concluded unexpectedly and acrimonious termination on 12 June when Israel, with American backing, attacked Iranian nuclear sites in a fortnight-long engagement that ended with the American leader claiming the facilities had been eliminated. Subsequently, European countries employed their privilege to restore global restrictions, but Iran maintains they have not had a substantial consequence.

Ideal Resolution Suggested

Iran's diplomats stated they felt they had attained a "perfect agreement" to the nuclear fuel concern in previous talks, when it was agreed an local partnership with US participation could enrich uranium. Each party would have been able to assert triumph since domestic enrichment would have continued and the US could be certain that Iran's nuclear programme was exclusively peaceful.

It had not been decided in the discussions that American atomic experts could work within Iranian territory, but that was a reasonable assumption of the cooperative offer. Officials stated repeatedly they had secured an understanding with the US representative the American negotiator only for the arrangement to collapse due to "spoilers in Washington".

Current Position

Iranian officials declared the cooperative arrangement was now no longer available, but it seems quite possible the offer could be revived in certain ways if talks resume.

Trump in recent days claimed he had been getting signals that Iran desired to reopen negotiations, but in private Iranian officials state they are not yet obtaining coherent offers from the United States either directly or from significant local go-betweens, such as the Qatari government, the Egyptian leadership, Oman and Saudi Arabia. The Tehran's diplomatic corps has been criticized of inactivity in the aftermath of Washington's unmediated tactics, but Iran says diplomacy is not part of a spectacle.

Diplomatic Stance

In his address to the forum, aimed to paint the US as a controlling nation that abuses the idea of global regulations, Araghchi stated the fortnight-long engagement showed the conflict could not be ended by military means. He asserted the strikes started with a US demand for an unconditional Iranian surrender and culminated with an absolute demand for a truce.

Iran is certain the initial Israeli attacks were mounted with full US knowledge and coordination, making confidence hard to reestablish.

Diplomacy Remains the Primary Answer

Araghchi declared: "It was not Iran that had deserted dialogue; it was America and the European states that had always tried to enforce their demands during the discussions. Dialogue can still be active and continues the final resolution to resolve disputes, but its standards, rules and principles must be adhered to."

"In case they talk to the citizens of Tehran with the language of respect and honor, they will receive a reply in the equivalent approach."

Repair and Recovery

In what is characterized by Iranian officials as the struggle of restoration and reconstruction, Araghchi stated he was assured Iran's military capacities "are considerably enhanced than preceding 13 or 14 June of this year. Every aspect of our defense have been rebuilt. We acquired numerous insights from this engagement; we have discovered our internal vulnerabilities and the shortcomings of the adversary."

He continued: "We successfully passed this war. Our enrichment knowledge, which they intended to obliterate, remains in place. The installations and equipment, if damaged, will be rebuilt; what is important is the determination of the citizens of Tehran and then the national cohesion that they sought to undermine, but failed to destroy. The Iranian people have become stronger, more integrated, and more endorsing of the leadership and the nation in the wake of this invasion."
